Planning and Building Director - Sarpy County

GENERAL DESCRIPTION: Works under the general supervision of the County Administrator. To provide comprehensive administration for Sarpy County's PlanningDepartment as well as the preparation and administration of the County's future land use plans and current zoning ordinances fordevelopment within the County. Supervises staff; oversees the preparation of planning and zoning applications; conducts presentationsto the Planning Commission and County Board. Performs in a manner that promotes growth in an orderly fashion, ensures developmentis approved consistent with the current zoning ordinances and that the rights of all property owners are protected. Position demands highaccountability for careful and complete analysis prior to decision-making. Position has considerable communication with developers,engineers, design professionals, Planning Commission, County Board and the public.

    Directs and administers staff in the development, implementation, review and revision of the County’s zoning ordinances andComprehensive Development Plan and other special assignments.
  • Manages, directs, and supervises the activities of the Department to achieve goals; plans and organizes workloads and staffassignments; trains, motivates, disciplines, and evaluates assigned staff; reviews progress and directs changes as needed.
  • Provides direction and technical assistance to staff in the preparation of reports, mapping, ordinance development, planning strategies,and related planning functions.
  • Oversees and participates in the development of the County’s Comprehensive Plan in all areas, including transportation, landuse,housing, infrastructure, neighborhood development, capital improvements and conservation and natural resource management.
  • Researches, analyzes, and prepares proposed amendments to the Comprehensive Plan and the land use developmentcodes/regulations.
  • Analyzes and makes recommendations on preliminary plats, final plats, applications for rezoning, variances, special exceptions, planamendments and code amendments.
  • Develops, implements, and administers the planning division budget.

GENERAL DESCRIPTION: Under limited supervision, complete professional planning and administrative work in directing and coordinating the development of the City. Work varies and requires interpretation, judgment, and discretion within prescribed standards and procedures.

TYPICAL DUTIES: Coordinate short- and long-term planning activities regarding zoning, land use, site plan review,and planning-related activities. Gather, analyze, and present data in the form of written, graphic, or oral reports for use before boards, advisory committees, and public hearings. Respond to difficult questions or complaints, research problems and initiate problem resolution. Serve as member of Development Review Team to provide initial planning assistance to developers, realtors, builders, and homeowners. Process and review development/site plans, zoning/rezoning, right of way vacations, subdivisions and platting, conditional use permits, landscape plans, and other similar documents analyzing those applications for compliance and conformity with applicable rules and regulations. Advise and confer with architects, builders, engineers, realtors, attorneys, contractors, and the general public regarding City development policies, standards, and guidelines in regards to the technical aspects of zoning and planning and supply information to and cooperate with interested individuals and organizations; prepare comprehensive reports based upon careful research and study of planning and zoning problems; serve as staff advisor to the Planning Commission. Update and revise the long range/comprehensive plan including the transportation, infrastructure, land use, and growth elements and perform other duties as assigned.

Heartland 2050 is a long-range vision for the future of the Omaha/Council Bluffs metro area. In the coming years, the region will experience dramatic demographic changes and face increased challenges related to the workforce. The Heartland Vision addresses these issues through collaborative leadership, a quality growth strategy for transportation and housing, and an eye toward improved access to opportunities for all.

Essential Duties and Responsibilities:

  • Act as project manager for Heartland 2050 Implementation Committees and work groups.
    Provide facilitation and support.
  • Work with Heartland 2050 stakeholders to prioritize goals and activities and identify funding opportunities for implementation.
  • Facilitate Heartland 2050 action teams to execute projects and initiatives.
  • Represent MAPA at community meetings and connect Heartland 2050 strategies to community-based projects.
  • Coordinate with MAPA staff to enhance public outreach and participation. Commit to listening to underrepresented and marginalized populations to ensure all voices are included in the planning process.
  • Identify opportunities for partnership with cities, counties, states and other stakeholders in public participation.
  • Establish strategic partnerships and collaborations to further the Heartland 2050 vision and initiatives.
  • Ensure that equity is a regional goal and that progress towards this goal is measured in MAPA’s planning work. Coordinate the development of an organizational equity assessment to be conducted annually.
  • Assist in identifying opportunities to include robust representation from communities of color in MAPA Boards, committees, stakeholder groups.
  • Assist with creating and maintaining a comprehensive communications strategy for Heartland 2050.
  • Assist with Heartland 2050 events, to include the Summit, Speaker Series, and Learning Site Visits.
  • Must be able to work independently with good time management and organizational skills.
  • Good written and verbal communications skills and ability to work effectively with internal/external customers required.
  • May perform other related duties as required and assigned.

 Position Requirements:

  • Bachelor’s degree in Urban Studies, Communications, Planning, Public Administration, Public Relations or similar program preferred and/or equivalent experience.
  • Minimum of 2-5 years program management and facilitation experience.
  • Technology of Participation (TOP) Facilitator and IAP2 certifications preferred.
  • Knowledge of the practical application of the principles, practices, and techniques of regional planning and planning research.
  • Knowledge of the administration and organization of the various governmental units within the MAPA area.
  • Knowledge of the regulations, standards and procedures that relate to planning and community and economic development, committee facilitation and project management.
  • Experience in community development/economic development as a community organizer
    Ability to coordinate all phases of a specific program with other programs of MAPA,consultants and others.
  • Ability to establish and maintain effective working relationships with elected and appointed officials, public and private agency employees, groups interested in planning, diverse populations, and the general public, as well as fellow employees.
  • Highly organized individual who takes pride and ownership of work.

  • Ability to work well as a team member.

Economic Development Planner-Omaha-Council Bluffs Metropolitan Area Planning Agency (MAPA)

The Metropolitan Area Planning Agency (MAPA) seeks resumes from qualified economic development planning professionals to provide COVID-19 recovery assistance to economic development agencies in the MAPA region.    Specific areas of work include:  collaborating with economic development partners to  determine the economic impacts of COVID-19;  assessing needs; developing best practices and strategies;  updating the MAPA certified economic development strategy relative to future pandemics;  assisting in the development and management of a revolving loan fund; and community outreach.   This position is a grant funded position that is approved for at least two years with a possibility of a longer duration depending on approved future projects.
